Capt. Richard Simms is a Chattanooga native, a former TWRA Game Warden, and an outdoor journalist with 50 years experience as a “Tennessee River Rat”. He created the guide service Scenic City Fishing Charters in 2006, only guiding part-time in the beginning. He gave up his “real job” in 2014 to devote himself to the guide business full-time.
